A common frustration for new users is that Deep Glow won't spread beyond a layer's bounding box. There are two solutions. The first (and simpler method) is to add a "Grow Bounds" effect your Deep Glow effect. Extend the border by about double the number of pixels you want your glow to extend, then adjust Deep Glow. An alternative method is to pre-compose your smaller layer, moving all attributes to the new composition, and then apply Deep Glow to that pre-composed layer.
